Form I-20 is the certificate of eligibility issued by your US school once you are admitted and have shown sufficient funding. You need it to pay the SEVIS fee and attend your visa interview.
It is a fee that funds the Student and Exchange Visitor Information System, paid before your visa interview. The receipt must be presented at the interview.
